TR67: Malaysian Prisoner Record & Information System Management

The management of foreign prisoners and citizens detained abroad is a critical yet complex challenge for the Malaysian Prison Department, currently hampered by fragmented data, manual processes, and inaccessible systems. To solve this, we present PRISM, an intelligent, on-premise platform designed with three core technological objectives to revolutionize prison administration.

First, PRISM is engineered as a centralized, server-based data ecosystem, designed for deployment within the Malaysian Prison Department's secure internal infrastructure. It consolidates all information on foreign inmates, Malaysians abroad, and rehabilitation programs into a single, unified database. This "single source of truth" eliminates data silos, providing authorized users across the department—from prison wardens to diplomatic liaisons—with immediate, holistic, and secure access to critical information, all while ensuring full data sovereignty.

Second, recognizing that public service must be inclusive, PRISM features a pioneering, universally accessible interface. Developed with input from accessibility experts, it incorporates high-contrast themes, resizable text, and full screen-reader support. This ensures that all officers, including those with visual impairments like color blindness or poor eyesight, can perform their duties with maximum efficiency and independence, setting a new standard for equitable technology in government.

Third, PRISM introduces intelligent workflow automation to tackle administrative redundancy. The system automates key tasks such as generating and responding to prisoner status verification requests, sending alerts for consular access, and producing complex statistical reports. This not only slashes processing times and minimizes errors but also allows highly-skilled officers to redirect their focus from paperwork to prisoner rehabilitation and security.

By achieving these objectives, PRISM delivers transformative impact: it strengthens Malaysia's diplomatic responsiveness, upholds human rights standards through timely consular access, and paves the way for data-driven rehabilitation strategies.
